Melinda Billam is the designer behind ScissorTail Designs. She worked on several magazines after graduating from college and has always enjoyed the publishing, as well as the designing, part of her business. She loves celebrating all the holidays. This is reflected in her small traditional and sometimes whimsical designs. Melinda lives in Oklahoma where the state bird is the Scissor-tailed Fly Catcher...a little inspiration for her company’s name.
